Before performing maintenance on operating equipment, all power supplies and accessories must be disconnected according to OSHA lock-out / tag-out procedures. These measures provide for the safety of workers, and prevent machinery from being unnecessarily damaged. The lock-out / tag-out process is a three-tiered procedure:

Locks and tags alone DO NOT disconnect a power circuit. They are to be applied ONLY after equipment has been tested, ensuring that the power is OFF. Here are three safety rules to remember when preparing for machine maintenance:

Measure voltage with a voltmeter to verify that the power is off. Do not assume that the power is disconnected simply because the switch has been turned off. Release stored energy from the operating system before performing any maintenance. Refer to OSHA Standard 29CFR1910.147 for additional information.
